  1. Having 3 quarters and 9 dimes (and 4 pennies) one can prepare a change for one dollar exactly. It is needed to take 2 quarters from 3 and 5 dimes from 9. This will be exactly one dollar.

    However, it would be impossible to make the same having 3 quarters, 4 dimes, and 4 pennies. This is 1 dollar and 19 cents. It would be also impossible to give change having 1 quarter, 9 dimes, and 4 pennies. This is again 1 dollar and 19 cents.
